IIS 8.5 Google Page Speed - Wordpress Score.

I need to get my wordpress page speed score upto 85 on Page speed. But the critical suggestion from Google Insight i am getting is the slow server response time. 

I am running Windows 2012 Dedicated Server with 24 Core Processor and 32GB of RAM + 500GB SSDs in RAID 0 = 1000MB/s + PHP 5.6.6 AND Latest Wordpress. 

Any suggestions to tweak IIS 8.5 to increase and overcome the performance problem? i also have W3 Cache + Cloudfare CDN

on IIS setting = 

1. Idle time out set to Suspend not Terminate for wordpress App Pool.
