w3wp waiting on dllhost

Running IIS 7.5 on Windows Server 2008 R2 SP1, running on a VM that has the equivalent of 2 Intel Xeon X5675 @ 3.07GHz processors.

I have a multi-threaded program (running from a different box) that is sending concurrent requests to a web service, default 20 threads. For each thread an instance of w3wp spins up, makes sense. The task manager wait chain shows that every w3wp process is "waiting" on the dllhost.exe. CPU (both), memory, network and disk utilization is low. The web service has a dedicated application pool.

The web service's maximum performance is on avg 2.75 responses per second. Fast, but I need/want it to be faster, much faster, closer to 60.

Could the dllhost be what is slowing the web service down? Or should I be looking at the web service itself?
